The Register 22 years ago vigorously opposed Proposition 103. Nevertheless, voters passed the initiative to create for the auto insurance industry, as we wrote then, "a regulatory system similar to the way public utilities are regulated." By passing that initiative, Californians forced insurance companies to reduce premiums 20 percent. As with other such do-good government interventions, some are harmed, in this case the insurers and, as it turns out, motorists, too. The same initiative prevented insurers from granting motorists discounts for having uninterrupted coverage when switching companies. |
